Since the Trump administration took office, U.S. Customs and Border Patrol (CBP) and U.S. Immigration and Customs Enforcement (ICE), under the Department of Homeland Security (DHS), have terrorized immigrant communities, had a record numbers of deaths in immigration detention, violated constitutional protections from unwarranted searches and entry into people's homes, and heavily supressed American's right to express their outrage and protest through surveillance and direct acts of violence. Federal immigration officers have already shot 5 people in the first month of 2026, including the tragic killings of Renee Good and Alex Pretti.

Now is the time for us to call on our elected leaders in the Senate to put a stop to this madness. We must demand that the Senate not fund ICE, CBP, or the Department of Homeland Security until they comply with a complete independent investigation into their out-of-control actions. We demand that the Senate not pass the Fiscal 2026 Consolidated Appropriations Package. Also known as H.R. 7148, the appropriations bill provides $64.4 billion to DHS, with $10 billion going to ICE and $18.3 billion going to CBP.

Subject: Vote NO on Funding for DHS, CBP, and ICE

Message:

Dear Senator, I am writing as your constituent to urge you to vote NO on the Fiscal Year 2026 Consolidated Appropriations Package, H.R. 7148, that provides billions of dollars of funding to the Department of Homeland Security, Immigration and Customs Enforcement, and Customs and Border Protection. I cannot support funding these agencies without meaningful mechanisms for accountability and oversight being put into place. In 2025, 30 migrants died in immigration detention, and another 6 have died in just the first month of 2026. In January alone, we also saw the shooting of 5 people by federal immigration officers, including the brutal killings of Renee Good on January 7th and Alex Pretti on January 24th. The abuse and violence being perpetrated in detention centers and the streets of America is unacceptable, and Congress must act now to stop more tragedies. Federal funding should also come with a responsibility to the American people. Before Congress provides billions of dollars to DHS, ICE, and CBP, there must be accountability and oversight measures. Accountability includes a full independent investigation into each of the deaths that are at the hands of federal immigration authorities. Immigration authorities should be held to the same standards and be accountable just as we expect from all other forms of law enforcement. I am asking you to vote NO on HR 7148 unless it includes binding provisions for independent oversight at DHS, mandatory reporting and investigations into ALL use of force incidents, mandatory reporting and investigations into all deaths in immigration detention, and severe consequences for agencies that fail to hold the basic standards of care and compliance with the protections of the Constitution. As your constituent, I respectfully request a response that explains your position on HR 7148 and the accountability measures you support.
